care for new chick

This is related to my other post--I have just-hatched chick under a heat lamp because two others had not survived under the mom. I have the chick on some straw in the same box in which we got chicks from Mc Murray. The temp is between 95-100--I remember we put the day olds under a lamp at 95. But this one is still wet. Should it be warmer? I don't have an incubator (except for the hen). Should I try to give it water? It's peeping then resting.
ONe under the mom is covered mostly just by membrane and the membrane is dry. I made a tiny opening and I wet the membrane from the outside and put it back under her. I don't want that one to die. Please help.
 
95 to 100 is fine, if your other chick is in the membrane make sure it can breath, and go ahead and let it dry in the Brooder.
Go ahead and give them water and sugar mix with feed, this will help with stress, just dip the beak in the water.
