Does she have any signs of water belly (ascites,) such as a fuller more enlarged lower belly between her legs under her tail? That can be common in some hens and may cause labored breathing. It can be a sign of reproductive diseases, egg yolk peritonitis or others that can affect the liver function. I would continue to make her comfortable, and let her live her life. She may not last much longer, but we never know.
