oh I'm not seeing that in him. He was one of two that hatched during extreme heat wave here. I wonder if it was caused from that?

Would a clearer picture be possible? I cannot tell much from the pics because I think you are too close (out of focus) and the light is poor. Some chickens can have some of the conjuntiva (the pink tissue around the eye) showing just due to an abnormal eye. The pupils should be round though.
