Can't tell for sure by the photo. How old is this chick? It looks like it could be prolapsed vent. I would clean the shavings and other stuff off of the chick and then see what you're dealing with. In the case of prolapse, soaking in warm water, applying honey and/or Preparation-H to the tissue, and isolating from the other birds will often let the prolapse recede into the body. But in severe cases, culling is preferable.
