She is my last pullet to lay, she will be 21 weeks tomorrow...at what age can I expect her to start laying?
 
Average age for large fowl to begin laying is 24 weeks. With the days becoming shorter, it's possible she may hold off until spring. Best to not rush them - the REAL answer to your question is, "When they are ready."

Please excuse my lack of knowledge on this but does this mean you are saying she could likely not lay all fall and winter, and if so, is this something all chickens do? Think I need to go google this lol.

Chickens usually do slow or even stop egg production in the winter. This is based on the daylight hours, predominately.
