Confusing health issues with my quail - revised HELP

Is this chick starter for chickens?Or gamebird chick starter?Sounds like a chick starter for chicks as the protien % is too low.They need a gamebird crumble.Is their water supply close to the heat?

It is for chickens but my quail are adults. The water supply is not near the light.

Quail are gamebirds and need a game bird feed.The gamebird and turkey finish grower comes in a crumble.They should be eating this.I think they may have a low protein deficiency.
