Could I have saved this chick??

I’m sorry if this is graphic (it’s sad). We culled this chick about 3 hrs after hatching. It had not dried out and was still dragging this “package”. What was it? If it happens again is there something we could do to save it?

The chicks are attached to the egg by an umbilical cord. Usually it dries up and falls off before they hatch. Was it assisted or hatched by itself? I'm not sure if you could of done anything or not. Probably not, sorry.
