What do you mean by "puffy"? If it were me I would carefully put a small hole in the membrane and look for movement. Sometimes when we crack the shells, the chicks do have trouble hatching on their own. If the chick is still alive it may not be able to hatch on it's own now. Do just like you did last time and start the process, stopping if there is any blood. Also try using a Q tip with warm water on the membrane. It will help to make it a little more transparent and you should be able to see where the blood vessels are.
