Drake pecking at females for no reason

I have 3 ducks, one drake Rouen, 1 female Blue Swedish and 1 female Rouen, I added 2 more females (pekin), the male keeps harassing them, doesn't let them eat, bathe or anything. A friend of mine gave me another drake (cayuga) and I separate them thinking that it'll be ok, I put together the Cayuga Drake with the two Pekin Females and he (cayuga drake) is pecking at them, instead of mating with them!!! What's wrong with these two females. I don't know. HELP!

It appears they are trying to establish the new pecking order among the group. It might seem gruesome but it is necessary for establishing the new chain of command. Has any of the pecking broken skin?
 
No. No skin has been broken. The new male is just pecking at the two Pekin females. I hope it gets better.
