If it's head and neck are out, and it still looks like it's doing all right despite being quiet, I'd suggest just keeping him in a warm spot until he gets strong enough to crawl the rest of the way out. c: I had to pip a weak gosling once, and I had to leave him half in and half out for several hours because the yolk hadn't been entirely drawn in yet. He lived, but it was a very intensive few hours for both of us. I wish you the best of luck with your little guy.
