I wonder, could he also set up a barter system? I don't do a lot of this, but when I can (regulations are against it some places) I'll give like a $1 credit to anyone who brings me a gallon size glass jar, because I use those for other things that don't need them to be new. I also give a credit of .75 cents a lb for old sheets, even if they're torn or stained, because I use those to make rag rugs.
I don't know if there would be a way where you are to work something around for chicken feed, but there might be.
