Extremely slow feather development concern

Hello. This is a 3 week old chocolate Orpington and he/she is feathering so incredibly slow I'm worried. I know that males typically develop feathers slower but this chick seems way behind even for a male. Also there is no real excessive comb for waddle development so I'm wondering if it is a girl and something is wrong? Or if anybody has any advise or has had this experience? Not sure if it makes a difference but this chick was also kind of a runt and almost didn't make it. I was hand feeding her/him water for hours to make sure she/he stayed hydrated. It was touch and go there for the first couple days. Thanks in advance for any feedback. :)

Looks meaty like a rooster, but it's pretty young yet. What temperature are you keeping it at. Sometimes being too warm can slow down feathering, so can being a rooster. I do see some feathers coming in on it's chest.
