And what type of cat flap you had? was it hard plastic or that flexible one?
The hard plastic kind, with transparent plastic, can be locked in, out, both, or none. I set it so nothing could push it open to go in, but so the cats can go out. However I found it can still be pulled open from the outside if an animal is smart and has claws. Now I
have it locked completely. No more access.

I agree, but if you make a frame around it and I mean around the flipping part (covering the white frame) lets say 2” deep, not even you will be able to grab it to open.
