Frizzle or Frazzle- what is he?

I got a little (I assume) serama rooster today and after inspecting him, I’m afraid he might be a frazzle.

From my limited knowledge, if he is a frazzle then his feathers will feel super brittle. A regular frizzle feels soft. Hope this helps! I had a frizzle that had a hard time keeping wing feathers, he also could have been getting picked on.
 
Sometimes it can be hard to tell the difference, I have had a frizzle that looked pretty rough but he produced smooth offspring as well as frizzle so I knew he wasn't a frazzle. Best way to check is test breed him and see if you get any smooth offspring or not
