Gosling dewlap?

Is this White Chinese devloping a dewlap? If yes, does that mean its probably a gander?

Hmm...it does kind of look like a budding dewlap. I've raised white Chinese geese, and none of mine had a dewlap. Is there a chance of some other lineage in there?

It's from the feed store so in theory it's purebred.
