GQF incubator won't rotate. Any ideas?

I have a GQF 1500 incubator and the racks won't move automatically although they will manually. Any ideas what the problem is? It's been like that since I took it out of the box so I'm not sure if there's something I need to do or if it's broken.

Yes but I would think the power wouldn't come on at all if it was blown?
