Has anyone here kept a flock with ILT-advice needed

Our flock has been diagnosed with ILT-Infectious Laryngotracheitis. Our birds have recovered but will be carriers. I have read scientific studies, info from vaccine manufacturer's and everything I can find on the Internet. The information I have found is all over the place. Some say carriers for life, some say 2% are carriers and shed virus later and some articles say carrier status is 2 weeks or 2 years. Does anyone here have experience with this disease? It seems the consensus on BYC is to cull everyone and start over. We would like to keep the 12 we have left and get new chicks in the spring. From what I understand chicks don't catch it until a certain age and we can vaccinate at 4 and 10 weeks. We are sick about this PLEASE let me know if you have had this and not culled and/or added new birds.
