Unfortunately they may never not be skittish around you, but if you can get them past the "Im terrified, don't eat me" stage, you are doing good. Pick each one up and carry it around the room several times a day. You can also take them into a small room, some place they won't get lost, lay down an old sheet and sit with them on the floor. They will naturally be terrified, but you will be more familiar than being in a strange place. They will naturally cling to you, hopefully, and this trust will get them to bond with you more.

Make sure your pen has a solid bottom, they don't do well on wire. And either give them a very low ceiling or a very tall ceiling. They are so jumpy, they can fly up into the ceiling and break their necks.
I’ve been trying to pick them up and carrying them around to get them used to me like you suggested but they are very jumpy indeed, and try to get out of my hand no matter what. They are only a few days old and I just got them so this is likely just natural I’d assume. I will be very sure to give them a tall ceiling

You have to cup them in both hands, Quail squirm right out. :D Use the highest ceiling possible. My aviaries were 6 ft high, I lost one when it flushed in the night from some lurking predator, and she broke her neck. But only one over an 11 year period. They are powerful flyers and once they flush, they hit hard. So definitely go at least 6 feet, higher if you can. If you do go aviary style, put in a big brush pile, they love brush!!
