Agree that's an Easter egger cockerel. 

He may be young to crow, but honestly he doesn't look all that healthy. Not just the scraggly feathers, but the comb is pale and he looks kind of hunched. Crowing is an assertive, dominant type behavior. An ill bird isn't likely to crow and draw attention to himself. 

Agree, I also think he is a Easter Ether roo. He a very handsome feller, and hope he gets/is better. Good Luck to y'all!
