If I don't have an incubator can I hatch chick eggs with a heat lamp?

Nope. Only because you will be sitting next to it monitoring the temperature fluctuations constantly. Don't do it. If you you want to hatch eggs and can't afford the price for one. Make one.

You need fairly steady humidity as well. A heat lamp won't cut it

But seriously, research some different ways they can be made DIY, and decide if there's a style that might work for you. No rule that says your incubator has to come from a store. But it does kind of need to be an incubator.
