Help with breeding pens...

How would you arrange this flock into breeding pens? There are 5 roos (numbered) and 9 hens (lettered). The previous owner was breeding for blue color. My goals are a 4-H project for my daughter and a healthy flock with good confirmation.
*They are not tame as of right now so the pics are just the best I could get from their pens. so sorry for that.

I'd recommend putting the hens in different pens, perhaps three to a pen, then put the roosters in their own pen. Rotate the roosters between the hen pens, switching pens every few days and sometimes having them in the rooster pen to give the hens a break. This should spread the most love around the most efficiently without stressing the hens.
 
Thanks! I hadn't thought about rotating the rooster like that. They man I got them from had them 3 to a pen but I couldn't remember how he had them divided.
