Ok so here is my chick box my question is do they look cold or hot

Looks ok to me, mine were spread out like that once I got the heat seat right with the light, I would also reach in and pick up and touch a couple of them to feel how warm they were. I am also a newbie to this but from I have read they look good and comfy. I added a small bird perch high enough they could hop on and they would roost on it, now since mine are bigger I got a bigger parrot perch and they roost it sometimes most they are on the floor of the brooder sleeping.
 
Are they all huddled together under the light sign they are cold, can move the light closer if you can puts the heat closer to them.
 
With the babies on the edge of the heat and wings spread they are trying to cool off. Just so long as they can get away from the heat they should be fine. It also helps to change the water frequently, cool but not cold. If they continue to act like that try raising the lamp a bit.
