Help !!!!!!!!

I have 7 month old hens and they won"t lay eggs and they are smaller then my hens that are laying eggs
does any one know whats going on

Are they the same breed as the ones laying? Have the had the same diet growing up as the ones laying? Are they bred from a heritage line? Basically we just need more information.
