Yes. Females have a single ridge down the center of their comb, while males will have a triple ridge down their comb. This thread mentions it and gives pictures but I am not sure what page it is located on. It also gives you other indicators to help sex EEs.

Male EEs typically have three rows of peas in their combs while female EEs typically have only a single row of peas; however their are occasional exceptions.

I don't see any other colors on him in the pic, so I'm assuming so.

I see some yellowish color on his neck. He could just be brassy or if he has more yellow or red on him he might be a Red Sex Link.
