how would i pull feathers off my rooster's toe

I just recently got a porcelain rooster whose toe is red from the feathers on his feet. the feathers are torn up. some are also broken and sticking out. they are making his toe red. should I pull them and how?

I also seen little bugs running around near his tail. im thinking their mites but he's been in the house since we got him.

Give him a dusting bin for the mites/lice. Potting soil or dirt mixed with DE or Sevin dust and some wood ashes is really good. I have cat litter pans in each coop filled with wood ashes. They dust in that and some still scratch out a dry dirt place to dust in Sorry, I can't help about the foot feathers but I'd like to know too since I have a couple of booted breeds too.
