I rescued a rooster: leg issue

Hi,
I recently rescued a rooster that was abandoned/found under a car in Bradenton, FL. I found a good home for him, I would keep him in a heart beat but I'm not allowed roosters where I live (have him inside with windows closed right now until he goes to his new home cuz of the occasional crowing). Anyone know what breed he is ?
I was thinking it's a brown leghorn ? (Bantam ?) He's only 3.4 lbs. But is under weight.

His left leg is bent/fused at joint between tibia and metatarsus. And left toes closed.
I don't know if this is from old injury or a birth defect ? He gets around fine but limp is VERY pronounced. He has to put almost all his weight on right foot/leg and just balances/touches the left toe/s down. He lays down often, because of this. He has an ultra sweet temperment. Naps in your lap, coos, loves being picked up. Very happy bird, Special guy. Any input about his breed/leg-foot issue ? Thank you !

He sounds sweet- is a vet an option?
I'm going to have a friend who's the former hospital administrator/head technician at the avian hospital where I work look at him before he goes to his new home tomorrow for her input. I think it's a birth defect, even his "good" foot seems deformed a bit. But luckily he seems to take it all in stride.
