Can you post a better picture of the birds head ? It does look like a slow developing Dominique cockerel. The other bird is a 'for sure' cockerel.

You see one is starting to crow. But I think it could be the other one that also is more than likely male as they like to stand up to each other.

Looks like you've got two boys trying to see who is the top of the flock
