Injured Rooster

I have a small flock 14 total. I have 2 roosters who get along well. Today I noticed the aggressive and dominant rooster had what looked like his tail feathers cut off. There was blood on him but no where else in the coop or the run. I didn't see any paw prints or animal tracks around the fence of the run. Is it possible the other Chickens caused this????

Are there other younger roosters that may be coming of age to challenge him? I would either separate him or spray some BluKote on the bloddy areas to prevent further pecking.
