Geese are pretty loud.

I have pilgrim geese, one male and one female . i heard my neighbors said, “ they are louder than any dog”
but I live in a rural area with no noise ordinance, and those same neighbors let their dogs just run loose . and my other neighbors have teenage boys with super loud hyped up cars, so nobody really complains about each other…

Couldn't tell you what's legal in your area, but people in rural areas will get geese as an alarm system. They tend to talk as well so even though not like having a rooster putting everyone on blast close neighbors may not care for the chatter.
