Is this wry tail? Polish cockrell with crooked tail...

I have a 4 month old Golden Laced Polish cockrell with a tail he has recently started holding to the left. It doesn't seem broken when manipulated, and it goes straight when he's picked up and held. I have a bunch of pictures. He does have some pretty crooked toes, but he runs and perches just fine. That's pretty severe wry tail. For me, that plus his deformed feet would exclude him from the breeding pen.
He was from a bin at Rural King, so I wasn't going to breed him anyway. I just wanted a Golden Laced Polish roo. They are so funny looking. His toes were just fine, until he turned about a month old, then they started to go crooked. The tail is brand new, like within about a week. What causes this to happen? He eats good food and the water has always had electrolytes or ACV in it. I give fresh snacks everyday. It's just so weird. I can manipulate his tail and it's free moving. It's not tight or anything.
