Do they learn on their own or do you entice them with mealworms?

Is there a certain degree of steepness?

Our chicks are just under 3 wks old. They still have their other bin for night but during the day, we're getting them acclimated to the new "playpen". So far, they love it but only stay on the main bottom floor.
 
My birds eventually all learned on their own. My roost "ladder" is pretty steep at about 45 degrees. When they first started using it they were pretty comical to see... clumsy.. clumsy.. clumsy

If the ladder is too steep you may need to put more 'rungs' across it at closer intervals.

I have a pretty steep ramp up to the ChickNBarn that I put up on stilts and the silkies wouldn't go up until I put more strips of wood. Then they zipped right up.
