I have a rooster and I was checking on them and the rooster jumped on one of my hens back and held on to her neck fethers. is he mating or something else?

Yes, he's breeding her.

he is trying to mate with her. he will do his dance she will then drop and he jumps on and grabs her feathers on the back of her head, then he will dip his tail down to finish the mating process.
