Mille Fleur D'Uccle not laying?

Just curious, I have a Mille hatched in mid March. She has yet to lay? Are Mille's "late" bloomers? My oegb hatched the same time, have been laying for months? (off and on) Are there pullets/hens that never lay?

Some breedstake longer to start laying
