Moving in Oregon and need Duck friendly city

I am having a hard time finding a list of cities I can move to that allow me to keep my ducks. One is disabled and no one will really take him in. I have a female we can find a farm for but that leaves him alone and they have been together since they were days old. I know Stayton Oregon will allow us with some restrictions but I can't find information anywhere. Having a school with a duck for a mascot means all of my searches come up with school related things.

Any help would be great.

Try central Oregon. It's got some rural areas relatively close to Bend. We have two large stores here that sell ducks.
