my quail won't go in at night

Mine won't sleep inside at night either! And if I try and lock them in then the get all stressed. I have put taurpalin and lots of hay in the corner where they choose to sleep and have used wooden boards to block any wind. I don't know what else I can do! They seem to be suriving these freezing temperatures though..
