need help with pigeon ID

i just got 3 pair of pigeons at a chickenstock. 5 are "mutts" and 1 is NPA banded. i am unsure of the banded 1. It has a "collar" and also a frill on it's chest .
i ve tried to post pics but am having NO luck...
She is white headed, very short beak , no leg feathering...appreciate any ideas

okay i just saw a link and this bird looks like a classic oriental frill but WITHOUT leg feathering..what is she ?
who do i contact to get more info about her through the NPA band?

if you contacted them and have not heard back I would give them a few days.. it is a weekend and they may not answer emails or phone calls on weekends
