Someone mentioned saddle feathers... can you explain to me in reference to the pictures where they are and how they distinguish a roo from a hen?

Hmmm... the pics are a little too blurry for me to say for sure those are or are not saddle feathers, though I personally don't see any saddle feathers. I see some feathers that look a lil too shiny for a girl, but that may just be the way the light was hitting. I would think if it was a roo, at 12 weeks old, he most likely would have started crowing by now and would have a much longer tail. RIR's aren't really a breed known for late bloomers. I would say if "she" doesn't lay an egg in the next few weeks, then it's for sure a boy! But at this point, I would expect a boy to look more rooish, and I am suspecting it's a manly looking girl who will give you your first egg.
