Pin feathers around vent

Hello,
My 1.5 y/o Buff Orpington is missing feathers around her vent. She's not completely bald there; there are pin feathers ~1/4 inch long. This has lasted over a month. I first thought it was the tail end (ha ha) of her molt, but now I'm perplexed. I can't see any obvious parasites or blood from picking. I've been on the lookout for picking, and even though I've seen none, I've been isolating her at night (in a dog crate) just in case of picking in the coop. I've been doing that for 10 days, and I'm not sure that anything has improved. The pin feathers are still very short. She has also not been laying since her molt except a few days earlier this month.
Her behavior/appetite/comb color are all normal.

Any ideas? Assuming the feathers are growing back, how long should that take?

Possible they are broken feather shafts rather than pin feathers?? I have a hard time knowing/seeing the difference SOME times.

Sometimes, broken feathers may not be exchanged with new ones during a molt.

Is the skin there angry red or standard skin color?

It's normal pinkish skin color. This is the best close-up picture I've gotten (though it's a month old now, still looks similar). Maybe they are broken? I haven't seen that before.
