It is possible to get slate legs with cuckoos, but very, very hard.
An easier alternative might be to standardize the white legs. That is what was done with cuckoo d'Anvers even though the typical leg color for d'Anvers is slate. That is why it is bluish-white in the cuckoo standard instead of blue. (The same was done for white d'Anvers, since they are dominant white.)

Thanks! I've told him if he wants them in my opinion it would be easier to get them and breed for white skin. There is a precedent for it in other breeds and to get others to breed for the same trait and attempt to get them accepted that way.
