Rooster mounting?!

I have a 3ish month old rooster and a 3ish month old polish hen.. we just got the rooster today. A few hours after being introduced the rooster climbed ontop the Polish and started pecking at her head they were both ruffling feathers! Is this "mounting" or is he being mean?! HELP!

It is mounting, happens all the time. Some rooster are more aggressive about it though. 2 of my 3 roosters are mean about it too

Specifically the peck on the head is a signal to get the hen to move her tail out of the way so they can touch vents. As JChicken stated, some Roosters are more or less aggressive about it than others.
