Too bad you can't see legal action against the owner's of the pit bulls. You can use electric fencing by using a solar powered unit. They work well, however the good ones can be pricey, but once you factor in the cost of your loss, a portable solar unit might be feasible.

Use a shock fence for cattle I found my solar powered shock fence online with wire for under 200. Look on amazon. com. They have good strong electric fences there for sale.
