So I know a RIR roo & a white rock hen can create red sex link chicks, but what about the opposite? A RIR hen and a white rock roo? Just mutts?

Yes, just cross-bred chickens

Actually, you cannot use a white rock (or any white chicken) to create sex-links. White is not sex-linked, and therefore can be passed to both genders. Yes, white rocks are most likely silver, but with the white present, you cannot be sure.
