Should I be concerned?

If your flock contains birds that are carriers of any respiratory infections, it would be VERY unethical to sell any chickens regardless of age. Think about it this way...... How would you like to buy chicks or adult chickens and bring home diseases??
 
Could he sneeze because he has mites or lice. I think he has mites or lice. Here is a pic.

He is free ranging right now he acts like a normal chicken except he will sneeze and shake his head every once in awhile.
 
Also i heard chickens will sneeze because of dust. My pen is very dusty, but my other chickens don't sneeze. Also could there be something stuck in his nose? i honestly think with him being in there so long they would be showing it by now.
 
Dust, mold, ammonia odors, as well as poor ventilation can all have an effect on respiratory problems. Heat used in the coop in winter can also cause panting which may help to cause infections. But if I were going to sell chickens with your history of an illness, I would probably get an NPIP person to check out my flock for MG. That way, you have no concerns selling chickens if it comes back negative.

Do you know if it would cost much if anything. But the marans like seriously has lice.

The nice thing about these places is that they will talk to you over the phone and give you prices and instructions. With lice, which is common, Sevin dust or permethrin will instantly kill it. Repeat dusting in 10 days, and coop cleanout will eventually end the problem. Lice won't cause respiratory problems, but they are a pain. Here are a couple of links with pictures that I like:
