From what I can see, it (which I presume is a she) is similar to a Leghorn and is more likely to have a much lighter build but, the leg color isn't right. Do you recall what you ordered?
Phoenix are accepted in the APA Standards under the silver and golden varities with leaden blue shanks but I am not quit sure about her exact leg color, she also could potentially be a blue-green-olive egg laying cross marked as a Easter Egger (they often have an assortment of features and great variety in their leg color they typically have beards and muffs and pea combs though).
