Tension line (tension wire?) utilization on chicken wire fence

I'm putting up some chicken wire around my garden to keep them out and would like it to be a bit neater than it was last year.

This chicken wire has several horizontal tension lines or tension wires running the length spaced about a foot apart vertically.

Presumably these tension members are there to make it so you can tighten up the chicken wire fence, but how are they supposed to be used?

I have used chicken wire, and I am drawing a blank.

I can't remember them being there.

You could always run your own tension wire horizontally through the fence.
