Two chicks that aren't growing

What can I do to help these two babies everyone else is twice there size and doing fine these two just sleep the day away. I separated them to see if they weren't getting enough food and water but they still want to sleep. Is this normal? They are 2 and a half weeks old.

Sleeping a lot is normal but if they're not eating and growing, that's not normal.
Do they eat at all? What are you feeding?
Sometimes they just fail to thrive.

You can try probiotics and some sweetener in the water for energy. It could be sugar, maple syrup, agave nectar (my preference) or whatever.
If they eat on their own, try moistening their feed with some warm water and yogurt.

They eat a little here and there on there own. I will try softening it to see if they eat more. Thank you
