The Sebrights has dominant white covering its lacing.Also if the father was a cemani and mom a sebright, I would have expected him to have white shanks, pullets of that cross should have the black shanks/skin? I am so confused!
Nope, fibromelanism is actually dominant, but only expressed by birds with the id+ (dark shanks) gene, which is sex linked recessive. Since both the Cemani father and the Sebright mother have dark legs you will have only fibromelanistic offspring.
