What is this on my roosters eye???

Not sure what to make of it. Its only over one eye?

Since it is red like his comb, it might be a skin tag or cyst. I had a RIR that had one of those cysts, a little smaller. He never had a problem and it was hard, not an abscess or infection. Feel of it just in case it would be soft like an abscess.
