It looks like the membrane at the front of her eye is also partially covering it. If so, looks like perhaps early stages of sinusitis.

No, it's not.

Medicated feed is dosed with Amprolium, which fights the effects of coccidiosis. If the bird has sinusitis, Tylan or another approved antibiotic will be necessary for a quick recovery and avoidance of secondary symptoms.

If it is sinusitis, could be something else.
Tylan is not an antibiotic.

When I had black head the vet came over and dosed the flock with Amprolium.
He said it was a good idea because they could have had a little of coccidiosis that lead to further weaken immune systems that would allow other infection etc in.

The bird could have pneumonia or a e-coli pneumonia.
