When can they go outside?!

When can I put my baby chicks outside? I live in New York and it almost august and by the time it will be September temperatures will drop. They are currently 3 weeks old and the standard breeds are feathering well but the bantams still have downy and they are fuzzy underneath.

What breeds are they exactly?

What type of set up will they be moving out to outside?
 
I have 4 R.I.R., 4 Light Brahmas, 2 New Hampshire Reds, 2 silver laced wyandottes, 4 black stars, 2 Buff Brahma Bantams, 5 Mille Fleur d'uccle bantams, 1 Black Tailed White Japanese Bantam, and one red frizzle cochin bantam.

Its occasionally windy but since its summer right now, its pretty warm. Today it rained though and it was pretty cold. They will be moving in a fenced in brooder, covered by hardware cloth and they will have a 250 watt brooder lamp.
